There is a difference between “power” and “authority.” A uniformed police officer can direct the flow of traffic. Is it because the policeman has the “power” to direct or stop the vehicles? Of course not, he does not have the physical strength to stop moving motor vehicles. But he does have the AUTHORITY of the government he serves. Even a stranger in the city would recognize the authority and would/should obey it. Authority is delegated power, or the right to use power.
