When Adam fell, he allowed satan access to the Earth lease through fallen man. God could NOT go back on His Word and take back the dominion of the Earth until the lease expires. He began to make covenants with righteous men so He would have access and input into things on Earth. This was done through righteous men who were willing to follow the Word from God.
